Are Town meetings recorded or available to attend remote?

Currently, meetings are in person, and staff will address technology improvements as the Town Hall restoration project is completed.

Board of Trustee meetings (2x/mo) are held in person and provided via live stream. Recordings are regularly posted to the meeting details the week following the meeting. Public comments are welcome by email at info@......

Planning Commission meetings (1x/mo) are held in person and recorded. Please contact the office for a copy.

Board of Adjustment meetings (as needed/mo) are held in person and recorded. Please contact the office for a copy.

Parks Commission meetings (1x/mo) are held in person and currently not recorded.

Draft minutes of all proceedings are approved the following meeting and posted to the meeting details. Copies are available upon request.

Can I camp in Palmer Lake?

No. Overnight camping or RV parking is not allowed in the town.

Can I drive to the reservoir?

Absolutely not. The reservoir access road is an access road for town and emergency use only. Foot traffic only is allowed on the access road.

Can I fish in either of the reservoirs?

Fishing is permitted from the bank of the upper/second reservoir. No fishing is permitted at the lower/first reservoir. Ice fishing is not permitted on either reservoir.

Can I swim in either of the reservoirs?

Absolutely not. The upper and lower reservoir is the primary water supply to town residents and local businesses and swimming is prohibited.

How deep is Palmer Lake?

When the lake is full, it is just over 8’ deep. Many years, the lake never reaches full capacity. 2023 has been a very wet year and the lake is between 7 and 8 feet deep as of June 2023.

How do I access water for new construction?

Upon the completion of a land use permit application with the town, either a water tap or a well permit will become part of the application process.

How do I dispose of my fire extinguisher?

The Fire Department cannot accepted fire extinguishers due to our inability to verify the contents.

Proper home fire extinguisher disposal instructions:

Look on the label of the fire extinguisher for the manufacturer name. Go to the manufacturer’s website to see if the extinguisher has a recall.

If the extinguisher has a recall, contact the manufacturer to provide instructions on safe handling and disposal of the fire extinguisher.

If the extinguisher does NOT have a recall, take the following steps to properly empty the extinguisher and dispose of it properly.

Take the fire extinguisher outside to a well-ventilated area.
Wear protective eyewear (plastic googles, safety glasses, etc.) and a mask to protect your eyes and lungs. Some fire extinguishers can contain contents that irritate the eyes and lungs.
Keep pets and children away from the fire extinguisher.
Place a large, plastic trash bag on the end of the fire extinguisher hose. Secure the bag to the end of the hose with a rubber band and secure the bag with one hand at the same location.
Hold fire extinguisher upside down, so base is pointing towards the sky.
Pull the pin and squeeze the handles together. 

This will cause the extinguishing agent inside the extinguisher to be released into the plastic bag.

Keep the handles depressed until nothing more comes out of the extinguisher.
Carefully remove the plastic bag from the end of the extinguisher hose, close / seal bag and place in the trash.
Place the fire extinguisher in a cool, dry place and check the pressure gauge periodically.
Once the pressure gauge needle on the fire extinguisher is below zero, the fire extinguisher may be placed in your regular trash for disposal.

How does the town determine fire restrictions?

At a minimum, the Town is always in stage 1 by town code (Ordinance 1 of 2021). We follow El Paso County when going to stage 2 or back to stage 1, but we remain at stage 1 even if the county lifts stage 1.

No, according to town code, ice fishing is not allowed on the reservoirs.

Is My Property in the Floodplain?

Floodplains are defined as areas of land that are subject to being periodically inundated by waters from any source.  Floodplains are generally defined by the Special Flood Hazard Area (SFHA) shown on Flood Insurance Rate Maps (FIRMs) which are produced by the Federal Emergency Management Agency (FEMA), by the 100-year floodplain limits shown on Flood Hazard Area Delineation (FHAD) studies and local floodplain maps. What is the Capital Improvement amount on my water bill for?

The Capital Improvement charge began in 2008 (per Ordinance 5 of that year) and is 10% of the monthly base rate. It is intended to address water treatment and distribution infrastructure needs, such as repair, extension, and well re-drill.

What is the Debt Service amount on my water bill for?

The Debt Service amount is applied to 3 loans taken by the Water Enterprise. Two (2) loans from CWRPDA were taken to pay for the water tank and water system improvements. The third loan was from the Town’s General Fund for cost overruns.

Who is responsible for train activity?

The town does not have authority over the BNSF Railway train activity or use of the horn.

The train has been conducting transportation service for 170 years – here through the town long before most residents.

You can pay your water bill many different ways, listed below.

1.  To make a one-time payment by ACH or credit or debit card, go to www.amcobi.com, or you can use the automated/integrated voice response system at (877) 410-0167, option 3.

2.  To setup ePay, create an account at www.amcobi.com and follow the prompts.

3.  To pay by email or text (by replying to a message received from the payment portal), start by setting up an account at www.amcobi.com and follow the prompts.

Note:  ACH payments (bank transfers) are free; the fee for a credit or debit card payment is 2.95%.

Yes.  The website indexes web pages as well as PDFs, Microsoft Office documents, and text documents.

If I search for a phrase (e.g. alarm permit), will the results only show exact matches?

No.  By default, the search results will show matches for any word within the phrase.  In this example, you would receive results for all web pages and documents that contained either the word alarm or the word permit or both.

In order to search on an exact phrase, enclose your search phrase in quotations.  The search results for "alarm permit" will show matches for that exact phrase.

Can I exclude a word from a search (e.g. all pages that have the word "alarm" but not the word "permit"?

Yes.   You can exclude words by using the minus sign (-).   In order to find the results of all pages that have alarm in the result but not permit, you would search for alarm -permit.
