Final Reports Received for Proposed Annexation for Buc-ees Development - Updated Final Fiscal Report

There are three independent reports – a traffic impact study, a fiscal impact study, and a water resource study – that town officials, staff, and public members are waiting for as it relates to the proposed annexation for the Buc-ee’s development and the possible impact to the Town of Palmer Lake.

The town received the final traffic impact study, completed by Stolfus & Associates, Inc., and is posted here. The town received the final fiscal impact analysis, completed by Economic & Planning Systems (EPS), and is posted here. Lastly, the water report was received, completed by GMS, Inc., and is posted here. The reports will continue to be reposted for public viewing. 

Note: a small correction was made to the EPS fiscal impact analysis (PDF pg 6, report pg 2) and an updated redline version is posted below. 

Additionally, on May 21st, a revised final fiscal impact report with Table 27 replaced with tables prepared for the Board, now Tables 27 and 28 in the report, with a modified conclusion. The Summary of Findings is also modified including a new Finding #8.

A workshop is scheduled with the consultants and the Board of Trustees on Monday, May 5, at 10 am to present the reports and address questions. The workshop will be available by Live Stream from the town website.
