INVITATION FOR BIDS

 

Town of Palmer Lake, PO Box 208 Palmer Lake, CO  80133

Separate sealed bids for the Palmer Lake Elementary School Road Improvements project consisting of two schedules of work:  Base Bid Schedule – Upper Glenway Road generally includes mobilization; installation of new 6-inch water main to replace existing water mains; removal of existing water mains as necessary and abandonment of remaining existing water mains; connection of the new water mains to existing water mains; new 6-inch PVC pipe, fittings and thrust restraint; new 6-inch gate valves and riser boxes; pressure testing, disinfection, flushing and charging of new mains; new 1-inch service taps, tapping saddles, corporation stops, curb stops and riser boxes, 1-inch HDPE service lines, new meter pit assemblies and connection to existing service lines; installation of stormwater management components; new precast concrete trench sections with grated cover, precast concrete stormwater manhole, cast-in-place concrete stormwater curb inlet boxes, new stormwater piping sizes ranging from 18-inch diameter to 30-inch diameter and materials of reinforced concrete pipe, corrugated steel arch pipe and corrugated smooth wall HDPE pipe; installation of roadway improvements; new concrete curb and gutter sections, new concrete gutter pan sections, new concrete sidewalk; new concrete driveway entrances; new asphalt pavement section consisting of two (2) 2-inch thick lifts of hot mix asphalt on 6 inches of aggregate base course; miscellaneous surface restoration; demobilization and associated appurtenances; Alternate Bid Schedule No. 1 – Pie Corner generally includes mobilization; installation of new 6-inch water main to replace existing water mains; removal of existing water mains as necessary and abandonment of remaining existing water mains; connection of the new water mains to existing water mains; new 6-inch PVC pipe, fittings and thrust restraint; new 6-inch gate valves and riser boxes; pressure testing, disinfection, flushing and charging of new mains; new 1-inch service taps, new tapping saddles, new corporation stops, new curb stops and riser boxes, new 1-inch HDPE service lines, new meter pit assemblies and connection to existing service lines; installation of roadway improvements; new concrete curb and gutter sections, new concrete gutter pan sections, new concrete driveway entrances; new asphalt pavement section consisting of two (2) 2-inch thick lifts of hot mix asphalt on 6 inches of aggregate base course; miscellaneous surface restoration; demobilization and associated appurtenances will be received by the Town of Palmer Lake at the office of GMS, Inc., 611 North Weber Street, Suite 300, Colorado Springs, CO  80903 until 3:00 p.m. Mountain Time, Friday, June 7, 2024, and then at such office publicly opened and read aloud.

A certified check or bank draft, payable to the order of the Town of Palmer Lake (Owner) negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with the Bid.

Attention is called to the fact that the funding for this project has requirements that include, but are not limited to, provisions for Davis-Bacon wages that set forth the minimum salaries and wages within the Contract Documents that must be paid on the project along with weekly payroll reporting. The current applicable Highway Decision at the time of advertising is CO20240008 01/05/2024, Modification No. 0, dated 01/05/2024.  The applicable modification of the Highway Decision will be locked in within ten days of the bid date.  The Contractor must insure that employees and applications for employment are not discriminated against by their race, color, religion, sex or national origin.  Bidders shall thoroughly review these requirements and comply with same if awarded the project.

No pre-bid meeting is scheduled for this project at this time.  Submit all questions about the Drawings or Specifications to the Engineer in writing no later than five (5) days prior to the time set for receipts of BIDS.  Corrections or clarifications shall be made by ADDENDUM.  Oral clarifications will not be binding.

Attention is also called to the fact that this project is subject to Section 436 of P.L. 113-76, the Consolidated Appropriations Act, 2014 wherein all iron and steel products provided on this project must be produced in the United States.  Appropriate documentation must be provided to validate that this requirement is satisfied.

Copies of the CONTRACT DOCUMENTS may be obtained at the office of GMS, Inc. located at 611 N. Weber Street, Ste 300, Colorado Springs, CO  80903 upon payment of $100.00 for each hard copy or $40.00 for an electronic copy. 

Any planholder returning the hard copy of the CONTRACT DOCUMENTS in good condition within 30 days of bid opening will be refunded $35.00.  There is no refund for return of the electronic copy.
